When you preordered you should have received a serial for the game which you can redeem on steam. After redeeming the code you can download the game within steam.
Indeed you can! NS2 is in closed beta currently, which means anyone who have preordered should be able to download the beta on their <a href="http://store.steampowered.com/about/" target="_blank">Steam</a> account.
