How to make a dark blue color

It seems that the way the lighting works in the editor (maybe even in real life i dunno) the dark blue never comes out - its either a fairly light blue or it goes purple. Has one done this successfully?

The specular highlights are kind of cyan off-white, but it's the best I could do:

Pure blue obviously works, but it looks completely unnatural, as the specular will also be pure blue.
Wannie - just wanted to see what the outside of our map would look like if it was 80s night time dark blue :) instead of desert orange. But it will probably clash with the indoor colours...
