I had it spamming once, so I disconnected, exited NS2, verified integrity of cache, started up NS2, and everyone was loading smoothly, map loads but black screen. Shader error wasn't being spammed. I thought maybe at first it was because I enabled reflections and Ambient Occlusion, but even with those settings off, still black screen.
Edit: I'm reinstalling NS2 right now. I'll let you know what happens.
Cleared the cache, getting the errors too. Game almost seems to hang while spamming these messages. It continues after a little while but then black screen.

if you are getting stuttering please try another server, there are some servers out there which are extremely underpowered and can give a false representation to your experience.

Great!!! Didn't get less than 35 FPS for 10 minutes (well some mili-second-freezes like always) and ruled the server - then the server crashed. HUGE performance increase for me. I hope you have more ideas like physics changes.

Didn't clear cache. Texture streaming off.
Will try that. Thanks!
