Noob server admin needs help

Trying to set up an NS2 dedicated server but having some issues with finding the files that are supposedly created the first time the server is started up. In my log, I have the following:
Loading user://config/mapcycle.txt
Loading user://config/ServerAdmin.json
Loading user://config/BannedPlayers.json
Only problem is, i have no idea where user:// is and when I do a search it does not reveal the location of the files. Is there something wrong with the setup of my pc for running an NS2 server?
Any help would be greatly appreciated.

To make it quick for you, its currently in your APPDATA folder in your C drive. Go to search menu when you open up your C: drive and search for "natural selection 2. But only search for it once you've started up the server. The file won't be created if you havent started the up the server for the first time.
Are the files supposed to be created automatically? Or does this need to be done manually in the i.e. create the config directory within the Natural Selection 2 folder and then create the appropriate files? if so, this is not happening for me for some reason.
Also, when I create the server, 2 servers appear in the server list. One is called Kartoshka's Playground (LAN) and the other is simply called Kartoshka's Playground. I can connect to the LAN one, but I timeout when trying to connect to the one that is name Kartoshka's Playground. I set the lanGame option to false, so I am not sure why there is a server with (LAN) being created. Are these problems that you have come across before?

As for the issue about 2 server entries appearing on your server list, it is normal for that to happen. But you should still be able to connect to the server without "(LAN)".
This could be an issue with your router - are you sure you have forwarded the respective ports for your server? You need the server port as well as server port + 1 forwarded to your server. (e.g. 27015 and 27016)
Also, you should put the core type and speed in your server name as players usually want to know the speed of the server they are playing on as it may affect their performance. Something like "Kartoshka's Playground (i7 @ 4.4Ghz)"
