What does TSF abbreviation mean in Natural Selection 2?

For example:

    It used to be the TSA, but... yeah... the real world TSA kind of gave that TLA a bad name, what with porno scanners and the mouthbreathers who feel up grannies at the air port for a living.

    Hey, put down the corrupt, ineffective organizations that instigated these procedures by all means, but don't bash the people who got so desperate they had to accept a job from them. Most TSA employees are just trying to do their jobs as best they can; if you have a problem, it should be with your government for deciding that those elements were a necessary part of the job.

    "I was just following orders" is not an acceptable excuse. I'd compare them to prostitutes, but prostitutes at least have some personal integrity left.
