As for moving forward, that's something you should be able to test extensively in-game. Don't worry, you have all the time in the world no matter who's shooting you!
After you use charge, you will damage any thing that is in your path by moving into them. The charge last for as long as your energy does.
You will know that you are charging because you will move faster.
