The specs I guess everyone needs to know:
CPU: AMD Athlon II X4 645 (Quad Core, 3.1GHz)-- awesome cpu
GPU: Radeon 5450 1024mb -- 30 dolla budget gpu yea ik
RAM: 4GB DDR3--just enough ram
This computer runs TF2 awesomely at 1280x720 getting 120+fps, since TF2 is an extremely CPU-heavy game.
Would I be able to run NS2 at 720x480 at anywhere from 30-60fps constant?-- I don't care about resolution as long as the aspect ratio matches my monitor-- a 16:10, which 720x480 matches too-- I play games that are GPU heavy like Tribes Ascend in 720x480 and I get 60fps constant.
I also heard that NS2 is a CPU-heavy game too, so that might mean I could run it in a little higher resolution like I can with TF2/Valve's Source games.

It costs about 500$ to buy a computer which can run the game on medium if you know what you are doing.
I already bought the game, and I'm gonna download it and install it when I get home.
If I'm able to crank out atleast 30fps on 720x480 w/ everything on minimal, it's fine-- I get 60fps on minimal in tribes ascend 720x480.
If I can't, then I'll simply take a trip to microcenter to upgrade my gpu-- I'm that serious about this game.

Problem is that Tribes Ascend uses baked light-maps, in NS2 it's all dynamic lighting which is a lot more expensive.
For comparison purposes I have an
AMD FX-4170 (4.2) (50% faster then your CPU)
Radeon HD 7770 (500%+ faster then your GPU)
8gigs ram
Now the game is CPU intensive and I run on medium with 1280 × 1024 resolution and I sometimes vary between 60fps and 20fps (in really big fights with explosions and chainsguns, 24person servers).
The thing is you have to be thinking about your lower level performance rather then your upper level or it will be very frustrating to play the game.
MAYBE on minimum specs and in like 16player servers you could play. But it would be a risky purchase for sure.
My friend has a AMD Athlon X2 @ 3.0 GHz, 4 GB RAM, an HD 4870, and Win 7 x64 and he can run it on lowest settings. He gets about 15-30 fps (that old processor of his is his main problem.) You ought to be able to run the game and get 30 fps at that res, I wouldn't say for certain, though. I think that GPU might hold you up quite a bit.

You should be good....My nephew was playing ns2 last night for the first time and was playing the game @1920x1080 all high settings...and he got the same cpu as you and ram with a GT240 Gpu..and the game played awesome he sad to me...but he's also got fast internet like 35/5..
I'll just have to deal w/ 20-40 fps for now, and I'll upgrade my GPU later since it's my bottleneck.
Be aware that this is clearly incorrect information.
I am strongly in disagreement with most of these posts, I think you could expect to get 20-40fps AFTER you get a GPU upgrade on small servers. I think that perhaps people are not aware of how old that card is. That said, you can get probably a pretty cheap GPU upgrade since you would only need a low range card to match your cpu bottleneck.
Well i'm going by what he told me last night..And he never complained about lag..It played good he told me. and that the settings he had it set at.
