Tell him to check his inventory->steam and you also. I did not receive any message to tell me when I got a free copy but when I went to check before posting I found it there.

When you redeem a game license key in Steam, it does not save as a giftable copy, it is bound to the Steam account. I don't know what happens if one already has a license in his/her account though.
If he activated the key the game should show up his games library. I assume the gift you're talking about is the gift copy that was given to everyone who pre-ordered before the game was available on Steam (did he pay for two copies?). The gift copy doesn't come with the key, but rather the way I think that worked was they got some guy at Valve to give gift copies to all Steam accounts with a certain product activated. Since this guy activated the key now and not when the gift copies were given out I would guess he's not going to get the gift copy, unless they do another round manually.
1°/ You bought NS2 in 2010, activated it in YOUR steam account, and sold your free Gift of NS2 to another person? or 2°/ You bought NS2 in 2010, never activated it and sold THAT key to another person? And this person want the free Gift copy of NS2?
If it's the number one, check if NS2 is in his inventory, if it is, it's done, he won't get another copy of NS2 obviously (would be crazy, infinite copies!). If it's not, just resend him the same Gift. If it is the case number two, check his inventory, if the game is not in it then do that <a href="http://www.unknownworlds.com/ns2/retrieve" target="_blank">http://www.unknownworlds.com/ns2/retrieve</a> . If it is, and he didn't get the free copy then... I don't know what to do but to contact Steam support by himself.

And i sold 2 other copies and it seems they havent got the same problem. Or they havent seen it something is missing. He paid for 2 copies. So he should get his gift.
From my understanding (I do not work for UWE): If a person redeemed their copy of NS2 after the steam gifts went out (the gift copy) then they will not get the 2nd copy. Steam does not check every new key to see if it gets a copy. So for the small set of people who didn't activate their key or sold it later I don't believe they will get a free copy to gift. This is all my interpretation and I have no official word on it.
