How to become the Commander?

in NS2 General Discussion
Just wondering if you're able to choose to be a commander (if so, how?) or does the game just randomly selects a player to be the commander?

    As Frontiersmen, walk up to the Command Station and press E while facing the Login screen. As Kharaa, run up to an unoccupied Hive and press E.

    I might be a little advanced if you're a beginner but if these types of videos/guides had been around for NS1 *at release* I'd be heaps better!
