How Do I Access The Deluxe Edition Perks?

  In your steam directory under steamapps/common/Natural Selection 2 there is folder called deluxe edition or something like that.

  Simply go to your:
  
  Steam/steamapps/common/Natural Selection 2/DeluxeEdition
  
  folder, and everything is there! As to the armor selection, it's at the bottom of Gameplay options.
