Are we supposed to be able to push commands simply using the console in-game? I setup my .json file and have checked my settings 100x but still cannot do any commands in-game.

If serveradmin.json is setup correctly, then you can access the admin commands in-game via your console. Easiest way to check it is to type 'sv_help' into the console. It should respond with all of the admin commands available to you.
Alternatively, you can setup the webadmin such that you can access almost everything you want via a web browser.
