UWE seem to have a habit of forgetting. Not sure how their internal documenting of changes works, but somehow changes they even talk about on forums don't seem to appear in notes. Patch notes usually get fixed eventually though.
Here are the dev posts relating to the patch notes.

So the first post is basically a joke from Cory. The second post is more humble, but I'm not sure if Flayra is talking about actual balance changes or writing the balance changes into the patch notes. He is a busy man, perhaps much busier now that 1.0 is out.
Your concern is legitimate.
-Why are there no notes of balancing in the patch notes? -Will we ever get the balance notes? -Do we deserve the balance notes, or is it a good idea to post the balance notes at this time? -How are we as players, impacted without the notes? I think I can answer this one: So far the response has been overwhelming to favor the side of the Aliens. This is not a good thing. If anything can alleviate this, it's balance notes.
That's a hilarious quote, but not having balance changes in the patch notes is very bad. Knowing the rules to a game is important if you have any interest in playing it well. When the rules change the players should be notified.
people are now wasting time complaining about the lack of balance patch notes, instead of complaining about the balance patch notes without giving it a fair amount of playtime.

Seriously these guys have a massive list of things they are working on, as in the beta sometime they simply forget that somethings gone in with a patch. Also by the time we get the patch they are already working on the next one.
I dont mind that we have active community members who provide notification of any balance changes...after all they are minor in comparison to some of the errors, crashes and other general improvements that we would all like to see (transparency...would enable water (used to love hiding in water with regen)).
We really aren't sure why the balance changes were left out in this patch, but it certainly was not intentional. Just a byproduct of trying to get patches out quickly to fix technical issues, and growing pains with the transition in our process from being in Beta mode to Release mode. We'll do our best to avoid such omissions in the future, and additionally work to get more testing time in on balance changes, then we had for this patch.
