Odd FPS drop

I'm in college and i live in nearby apartments in San Diego. When I play NS2 here on my rather old laptop, I get around only 15-21 fps while in options screen...seeing this already halts me from joining a game. However, sometimes when i go home in LA, I get around 40-45 fps when I am looking at the options screen, and 25-30 ingame (early game) which is acceptable by me. How in the world does that make sense?!? I had that 40-45 fps just 2 days ago at home, but now only have 15-21 fps here in SD. Also, the weekend before thanksgiving I also had the crappy fps while playing in SD. I am perplexed as to how my fps can change so drastically depending on my physical location. Anybody encountering this also?

Probably because you played at your house before a patch and in SD after a patch. Reports have been saying performance has been decreasing with the new patches.

The 20 FPS in the menu was probably using IGP instead of dedicated graphics, they've fixed the game detecting the proper GPU now at least.

At first I thought it was exactly this issue but there is more to it.

I still get times when the game goes 50% less FPS upon startup.

    ATI 6850M + HD 3000 here

performance also dropped with latest patch.
