Unless you do some overclocking to both your GPU and CPU I don't think it's going to be pretty. This next large update should do some serious optimization so maybe try then.
That athlon x2 is dinosaur bro, your best bet is probably to buy a phenom 2 if you have an am3 motherboard. Hell even some am2 mobo supports phenoms, check with your motherboard manufacturer

I have a similar graphics card. I however have a 2.8ghz processor that can turbo boost up to 3.2ghz i believe. When the system is cool (its a laptop) I get about 30 fps in early game on 640x480 resolution and all the settings on low. After a few hours of playing Ill get from 15-25 fps at various points in the game.
For comparison this gives me 40-45 FPS in 1920x1080 with everything on low and infestation on rich. I noticed that it doesn't do any difference if i turn the infestation between rich or low.

FPS while not recording? If it's way higher, your HDD setup is ######ty, you shouldn't loose much FPS if that is setup properly to write to a separate HDD, which generally needs to be 2 in raid 0 for 0 FPS loss. Also, dxtory is prefered imo as it doesn't lock your FPS to recording framerate. If you don't have the capability to raid 0 or record to a separate HDD (or big HDD) but have a good upload speed I recommend setting up Dxtory with Open Broadcaster Software and then upload that live stream (twitch.tv) clip to youtube, works great imo as long as you don't mind lower resolution videos.
If all that ###### is in order, just play at low, especially turn off Ambient Occlusion.

I get about 40 fps on average in game, sometimes this dips down to 20 and gets pretty bad but don't worry because i get about 90 in the ready room! My problem is the 30-40ms wait for gpu when my fps drops so i'll probably upgrade my gpus sometime soon until i have the money to upgrade the rest.

With everything off(The biggest hit is shadows), I get around 50-70 FPS, depending on what's going on(The more turrets/whips/crags/etc, the lower my framerate). Surprisingly, infestation doesn't seem to have put a huge hit in my framerate.
