Lowest Settings possible on ATI7850+AMD Quad Core 3.4ghz, gpu waiting flashing between 0-10

Like the title says
I have an AMD Quad core 3.4ghz Black Edition CPU
ATI 7850 1GB
12gb DDR3 Ram
500gb WD Caviar Black Hard Drive

and at the main menu for NS2 I get 145 FPS on lowest possible settings but

where it says "gpu waiting"
It doesn't stay at zero and it just seems to go between 1-10
Even playing at 1440x900 on lowest it still will not stay at 0 waiting on GPU

    I am asuming a LOT here.
    But surely a game will always either wait on the cpu or the gpu.. To have them 100% in sync you would need to develop for console, surely.
    waiting on GPU in ns2 is very very rare. Id go be very happy? Your fps seems nice aswell, even if its just readyroom

    7850 should be similar to a 6870 in performance so this should be pretty normal fps. As for the waiting, i dont even know what this means, but i would see if you could increase your cpu clock speed. It's an AMD quad so i'll assume it's a phenom black edition. Should easilly get 3.8ghz on that with the stock heatsink

    'Waiting for GPU' typically means your GPU is the bottleneck. However, I did notice a bug with my HD6950 that caused a higher value than it should have been. The next time this happens, open up your console and see if you get this error:
    Error: Direct3DDevice:: Unable to get render target data

    "waiting for gpu" doesn't mean shhit. I have i5-3570k hd7750! i have waiting for gpu always 0 but every1 should see that my cpu is far superior to my gpu. I get lowest graphs 1280x800 150-200 fps in menu, in game mostly 40-100fps. When i use hardwareinfo program to see the usage of my cpu and gpu; gpu is 100% aand cpu is 30-60% all cores.

    If you're using Vsync, any form of it:
    Type maxfps 60

    Now you wont be waiting on the gpu. (thats been my observation at least)

    Maybe your GPU runs on Zerocore mode and does not wake up if it has to do something? Or have u ever been checked the Energyoptions in windows? maybe Energysave or something like that?

    Not sure if this deals with what you mentioning to me but now that I remember

    I set my PC to wake up from sleep if a key is pressed (Set it in BIOS) but it still never awakens after a key is pressed down on the keyboard nor will it awaken by mouse clicks
    I have to press the power button on my PC to wake it back up

    And I have my power options set to "High Performance"
