Can't create/start server

If I try to start a server, it will stop while showing "starting local server"
Nothing will happen after this.
My PC
Windows 7 64bit Professional
Intel Core i7 with 6x 3.2GHz
24 GB RAM
Nvidia GeForce GTX 580 with 1.500 GB GDDR5
Internet: UnityMedia with 100.000mbit
I use Steam to start the game. Reinstallation and check of installation has brought no success.
The Console shows the following, if I try to start an own server:

Firewall was disabled, Ports in Router were forwarded, NS2.exe started with Administration permissions.
Has someone any Idea? It is the only game, were I can not host a server.

It was my KillersNetwork Card. With the onboard LAN-Adapter I can create servers!

The Bigfoot Killer Networks card is the worst card I ahve ever come across....I've had so many issues with mine impacting games.

Note:
The LSP is used to bypass the Windows TCP stack for known applications, as part of the accelerator (it bypasses things like antivirus software, etc.). When you disable the LSP at least some of the accelerator's hardware features don't work – it's similar to if you use Microsoft's video drivers, versus the manufacturer's video drivers, some features aren't available.</i>
