Extremely Weird Lag Problem

<div class="IPBDescription">Just doesn't make sense</div> Ok I've had a new computer for about 2 weeks. For x-mas I got a new video card, the ATI Radeon 9700 pro.
Here are the computer specs:
pentium 4
windows xp
512 ram
2.8ghz
ATI Radeon 9700 pro
DSL
I was using a laptop before, specs are:
pentium 3
geforce 2 mx
Same DSL modem as the new computer
Now on the laptop I had no lag at all. Not a single bit, and I ran at 60fps. However on the new computer whenever I join a multiplayer server my lag shoots from 100 to over 5000. My fps however is 100. Whenever I get into the battle, such as running into the marine base, i freeze and get flushentity packets as well.
So far I've ruled out that it isn't the video card. Before I installed the new video card, I had a Geforce 4 mx. Natural selection, as well as all other halflife mods were lagging alot. I thought it was the video card so I got the 9700 pro..guess I was wrong.
In LAN games if I'm by myself I get no lag at all. As long as I'm by myself and there are no turrets around I am lag free. Yet simply running into the marine base full of stuff gets me lagged out.
Also I've tried some command prompt thing, testing out if it is my DSL. My ping stays at a constant 24. No large spikes at all while surfing the internet.
Also, I have all windows update updates and my drivers are up to date. Just to rule out those options.
Anyone experiencing the same problem? I really need help with this one, this mod is so awesome I don't want me to stop because of lag!!!

these settings i have changed:
old settings:
rate 7500
cl_updaterate 20
my new settings:
rate 10000
cl_updaterate 99
With these 2 changes flushentity packets seem to have gone away completely at least i havent seen one after i made these changes. I dont know if this helps the lag issue but its worth to try.
Thing is I have no idea what these do so I dont know if theyre working. I cant play NS anymore it's so bad.
