  Try setting config to

  start, stop the server and change it to

  Also first you can remove this file so server should make new one. If this won't help then I guess it's a bug or there's a clever solution that I don't know about.

  btw, "tags": [ "" ] is a empty tag in the game_tag list
  
  eg: Gametag: NS2|shine||badges
