Server stability testing for residential hosting

Evening all
I've just recently started hosting a 24 player server for the Australian region (GoT: Babbler King Edition). My intent is I'll spin the server up on a Friday afternoon and shut it down on Monday morning (Due to Data allowance and power consumption etc) to meet the weekend surge for 24 slot servers. My relevant PC Specs are below:
2600k @ 4.6Ghz
16Gb RAM
Internet upload speed is ~20Mbit/s
Server runs from an SSD
IMPORTANT: This PC is used by me concurrently whilst hosting.
Is there any program/tool that can monitor and chart server tick rate and stability? I asked people in the server if they've seen any ping spikes/lag/red plugs and the answer is very rarely, however I wanted to ensure/test that I can continue to use my PC as normal (e.g. playing other more CPU intensive games) without causing issues for the server?
Does anybody else with similar specs use their PC whilst hosting and what sort of stability have you had?

p.s. I've also noticed that running the server from the SSD is causing much faster map transition times for the server and in turn the players! I know it seems obvious but it's bonus lol.

I use HLSW, You'll be able to get the tickrate under the rule information tab and it doesn't impact server performance.
The big spikes are a non response from the server when queried. You can see they line up with the entity count dropping to zero too. If they drop near the floor but don't hit it you've got major problems. But I don't see any of that going on in this graph. 9/23/2013
Wow, great link! Thanks heaps for that! Things seem alright then I've bumped up my CPU to 4.8Ghz for this evening and I'll see if that irons out the 22-24player dip in tick rate. Thanks again
