Secondary display shuts off on startup

So I recently started having a problem where my secondary display turns black whenever I start the game. It has also gotten a lot harder to Alt+Tab out of the game. It won't Alt+Tab out of the game properly unless I open the Steam overlay first. Alt+tabbing without opening the overlay will make the game fps to go down to <5 and mouse changing active window, but the game will still cover the screen and second display will still be black.
I had the same problem with my display a while ago, but Alt+Tabbing (even without opening the Steam overlay worked) out of the game and back in fixed it and then after a while it stopped happening. Alt+Tabbing no longer fixes the issue. Tabbing out will now turn on the display, but as soon as I go back in the screen turns black again.
Anyone know of this error or how to fix it ?

OS: Windows 7 Ultimate 64-bit
GPU: Nvidia GeForce GTX 460 GS
Since the DX11 renderer was mentioned, I checked my options. I've previously been using the DX9, but for some reason it was now set to DX11. Changing back to DX9 fixed the issue. Go figure...
While in-game with DX11 enabled it was enough to Alt+Enter once. (I had not tried this earlier, since I was unaware of the command...)
