Cannot create listen server - Error: Steam player does not exist

Cannot seem to create a listen \ bot server. It hangs at Finished loading 'maps/ns2_mineshaft.level' forever (as in I let it go for a good 30 minutes).
When I exit out and look at the log file, I get Error: Steam player does not exist. I can play normal NS2 fine.
It's a shame, as I really want to learn how to commander
