[fixed] FPS problem

Hi,
when I play the game, the fps go up and down like a rollercoaster.
They can be around 35-40 normally and when I look behind a corner or something they drop to 1-5 FPS.
Or when I die and switch vision or something else happens. Or I go in the menu then there is a massive framedrop, too.
It also doesn't matter what video options I have. I tried lowering resolution, AA, ambient oclusion, textures etc.
My system specs: Xeon 1230v3, HD6850, 8gb ram and game is on an SSD.
I think maybe there is a proble with the energy saving options on the cpu?
Here is a pic I took after playing NS2
Screenshot
You see on the amount of ram (Arbeitsspeicher, under CPU) used, when I quit the game
Task manager shows a very low CPU usage (under 5%), while the
one on the right shows that the cores are above 50%.
Any ideas? The problem only occurs in NS2
