A few questions of mine on NS2

I originally pre-ordered NS2 when it was first coming out, but my Steam Account happened to be hacked so I had to restart all over, I eventually bought the 4-pack, and upgraded mine to Deluxe Edition about sometime late 2013. I would like to ask 2 questions.
1. Is their any possible way to get the sweet as hell Black Spec Ops Armor other than being a Alpha/Beta Tester, I know it was strictly for them, but I would love to have it, and I've been a big fan of NS since the HL1 Mod like many Veterans of this awesome community.
2. I plan on buying the Shadow Reinforcement Program Package this September, 11th, and I was wondering how the process of this goes, from what I've found, it seems a email will be sent to you with a code to enter in the Steam Library for "Activate a Product on Steam".

2. Its a code you redeem in steam that adds it as DLC.
2 - no longer available to buy.
You can buy kodiak and other DLC's but anything else is not available.
