Enabling Console Issue

So I saw that the console has been disabled and can be toggled from the F3 menu, but the only keys that work when I open that menu in game are the number keys. None of them correspond to the "enable console" button. Is there something I need to do to give the F3 menu mouse focus or have I somehow missed the key for that toggle? Thanks.

taken directly from the checkins page was added in exp build 14279

Press tab to open inventory and then you get a mouse
