Have you tried putting them into the engine battery slots?
His problem isn't that he doesn't know where to put them but that he has to craft them again just to recharge them.
I too really wish that one of the newest features would be allowing batteries and power cells to be rechargeable (as they should be), rather than making new ones as they run out. I am at the point where I have more gold, silver, lithium and diamonds than copper because I keep needing to make power cells and energy cells to make the submarines and my equipment to run.
The Moon Pool, the one under development at the moment, can only recharge Seamoths, not Cyclops. It is the Cyclops that I'd like to recharge most of all.
I tried it out. The relays send power to the base even at great distances. I parked the Cyclops right on top of it (managed to even destroy one this way) and put it between the base and the relay. No charging. Should I try to do so away from the base?
How about recycleble batteries? When you change battery or cell in vehicles or equipment you get discharged battery and can recycle it to get your copper and quartz back. So the grind for copper and quartz will be cut off and still you need to do some gathering to get more power.
It is definitely a good option to have a dead battery to recharge for. The original power generator should come back to be included as a battery recharger.

Do you have to build one in the Cyclops or just park the cyclops near one?
Oh, that's awesome! I thought I couldn't do that. I'll try that out, thanks for the hint.
