why is it so hard to find any update information, current upcoming or past. current stable and experimental build versions? the game is great and i love it to bits, i just want to be able to play with all the new stuff everyone else is playing with/ i cant do experimental mode cause steam wont allow me, and it seems like the stable version has been stuck at 19974 for a long time.

Have you tried this?
Right click subnautica > properties > betas tab > select 'experimental' from drop down menu. Steam should switch to 'update queued' after that and download the experimental version. As for experimental beta changes, you can use these to keep up to date (including the 'checkin' page to see every update made into the experimental builds):
