Reason(s) for power fluctuation?

I'll try to be VERY clear on this.
Our power reading appears in this format: XX/YY. With XX being current energy available, and YY being maximum allowable energy.
So... why would our "maximum" allowable energy fluctuate? If the bio-reactor/nuclear reactor was empty it would be reflected in the drop in available power, not in max allowable.
Please reply only if you know for certain. I'm not interested in speculation, I can do enough of that on my own. Thanks.

    This has been happening to me as well. From my observations it is a problem with the power transfer. Power sources directly attached to base structures and foundations seen to work fine. but if they are not attached and just in range of the base then they sometimes skip out. Its probably the program periodicly checking the transfer routes. Granted in my case I wasn't using power transfer rods the source was just in range. this happened with nearby thermal and solar panels on the moonpool. Panels on the moonpool are not in contact and may be treated as a nearby source. Just my $0.02.

    Because that's how it's set up to work? Plus, I don't think each power source is tallied separately; rather each source of power adds to the collective, rather than each source being an individual unit. Because of that, when a reactor is empty it isn't adding to the collective so it technically doesn't exist, thus resulting in the maximum power level dropping, rather than the current power levels.

    Of course, that's all just speculation on my end.

    It mainly have to do, yes, with some powersources behaving oddly

    Edit: Also, ive made a little video some time ago using Bandicam. I think it sums it up pretty well. in this video it the solar panels thats behaving oddly but ive seen this bug happen with all 4 kinds of powersources.
