Crash Powder bug?

Hi, I'm trying to build a welder and I have all of the required components except for the crash powder. I have gone to many crash plants and lured out the crash, but when I returned to the plant there is no crash powder? Is this some software bug or is crash powder very rare?

This is a bug

the crash powder is sometimes much more rare than the developers wanted.

I didn't find any for ages, then loaded it up one evening and found 3 right next to each other!

If you can't wait till the bug's fixed, you can always use the console commands and just create some. Just press LB, RB and A at the same time to open the commands.
