Subnautica is taking forever to load. ( Output Log and DXDIAG Included )

So i have been having a problem after update 63. Well. I have had it before that but not as severe. At this point I can leave subnautica to load all day and it still won't load in at the end of the day.

Side note: Apparently Runescape thinks my graphics driver needs to be updated, I follow the instructions to update it. It tells me to download Iris Pro HD Graphics and when I do it tells me are you sure you want to overwrite your graphics driver because this is outdated. So i did not do it.
My driver has been like this since I got subnautica ( i think ) and I have been able to run it. Until now.
I don't think this is the problem.
People on steam are telling me to just keep reinstalling subnautica cause steam doesn't always download the entire thing and it can cause certain files to be missing. Should I do this. Or. What else?
Im hoping this is not a driver issue.
