Random fps drops after upgrading graphics card

I just recently upgrading my graphics card from an Nvidia Geforce gtx 750 Ti to an amd radeon rx 470 and although the game run a bit smoother I have been noticing random fps drops every few seconds while I am playing the game.

Specs

Processor: Intel i5 6500 Quad Core 3.2Ghz
Graphics card: Amd Radeon RX 470
SSD: 240Gb Sandisk (It is pretty slow for an ssd)
Motherboard: Asus H170-Plus D3
RAM: 16Gb DDR3L

I am running the game at 1920x1200 resolution at max settings

Please can anyone help me? I get around 38 fps in the safe shallows swimming around this shouldn't happen

Are you sure that you don't just have too much built in the game? That was my problem. Too many thermal plants brought me down to under 1 fps! To test if it's something like this, try starting a new game under a different file and if you don't get the problem in the new one, it's what I said.
