Are Juvenile Emperor and Emperor Baby same things?

I know the game is all about hatching Sea Emperor Baby (aka hatching simulator)
I always have thought for long time that Juvenile Emperor and the to-be-hatched Emperor Baby are different things. But it seems like a console command to spawn Juvenile Sea Emperor is spawn seaemperorbaby. Does this mean both are just same things? I kinda hoped Juvenile Emperors wander around everywhere as the main specie of the planet. I will be kinda sad that we will encounter Sea Emperor only in the facility...
Random Juvenile Emperors swimming passively as Whale-Like creature nearby surface and at most asking us to rescue / help his mother would be awesome.
