Seperate skill ranks (faction / commander)

I am sure this has been asked for before, but I couldn't find the thread: Is there any reason why skill rank isn't divided by faction (alien / marine) and why there isn't a seperate commanding skill rank?
A combined skill rank (as of right now) has the advantage to converge faster, I can imagine. Now that @moultano has engineered this (awesome) new hive 2.0 algorithm, converging faster may not be such a major priority anymore? (since hive 2.0 converges much faster now, anyway)
On the other hand, I believe there exist many players who have vastly different winrates playing as alien / marine / a-comm / m-comm.
I think team shuffling could be much more satisfactory with seperated skill ranks.
