    I think I found the fragments in a wreck, might've been the sparse reef one.

    Oh thanks. You didn't need fragments before and it doesn't strike as something that would require frags, hence the confusion.
    Also, do you need to find rebreather frags?

    No, the Rebreather blueprint comes when you harvest your first kelp plant (with the knife) and make some Fibermesh.

    Also, if your are playing in FREEDOM mode the Stillsuit fragments and blueprint aren't available.
    (even though the Stillsuit shows up in your Fabricator)
