At the moment Web is awkward to use, irritating to come up against and almost useless. IIRC, it slows marines down a bit and disables their jetpack. To remove it, a marine only needs to weld it for a second.
Additionally, the aliens have no real defence against AoE damage at the moment.
So to suggest a replacement for Web, the gorge could have a web-themed structure called the Loom. When the Loom is placed, it gradually covers the infestation & alien structures around it with a layer of webbing - perhaps with the size of the area increasing as the Loom matures.
Any structure under this layer of webbing (including the Loom) takes reduced damage from AoE/ARC attacks. They still take the same amount of damage from direct attacks (and perhaps increased damage from the flamethrower). The damage reduction effect of multiple nearby Looms wouldn't stack.
Ideally, a single gorge with a Shift & a Loom could hold off a single ARC. [edit] Apparently if a gorge has a Shift, they wouldn't need a Loom to hold off a single ARC.
What do you think would be an appropriate pres cost, Biomass level & % damage reduction for the Loom. Also, how many Looms should a single gorge be able to drop?

I like the premise, but the effect you had in mind would make aliens way too strong, it would render arcs almost entirely pointless.
