1060 and i5 6600k, low fps

Getting between 5-24 fps while playing subnautica.
New game is about 25-60 fps (which I guess is ok), after some time it drops to about 5-24 fps.
GPU usage is about 1-10 % (max temp, 37 C) all the time and the CPU is hardly used at all with a max temperature of 27 C.
i5 6600K oc at 4.6 ghz
EVGA GTX 1060 sc
16 gb memory
Game is installed on ssd
I have put the geforce drivers to use maximal performance while playing subnautica, tried playing in lower resolutions than 1080, reinstalled the game, deleted my cash folders, destroyed my seamoth, oh and I am playing on the lowest settings.
What to do next?

When I unpause the game its like as if it refuses to use the hardware, and the gpu usage drops to 1-10%
