An advanced thermal plant could be unlocked after scanning the one in the ILZ. This could be extremely expensive and require ion crystals to make.

If there was more location information on the Ion stashes then sure. Otherwise: maybe upgrade the cost to use things like Plasteel, Mercury, Nickel or Kyanite? I figure give those items a little more value and use.
