I'm guessing you still have some of the options on. Many of the new options produce different sorts of blur to mimic reality. Make sure you look both for checkboxes and for multi-setting options( use triangles to change between off, low, med, high). If you have trouble still, can you post a screenshot of the settings? That will help us( or the devs) help you.
Edit: I didn't realize at first, but you still have an ongoing discussion about this. Please answer the questions they asked you there, and try the other help I wrote here. If it still doesn't work, I recommend posting your screenshot of settings on your original discussion.
@Forgerer , there is a bug that caused settings to reset between game loads. Also, I'm not sure if they need to be set per save or not. Adjust them in-game and see if you're still having problems. (You'll want to turn off Motion Blure, DOF, possibly Chromatic Aberration, and possibly Anti-Aliasing as well)
Okay I am man enough to apologize for my belligerence the longer I play this the clearer the picture gets the fuzzy picture now give off the appearance of cloudy water. inside the base, and up fairly close things are clear.

How do you not know how to post a damn screenshot? We can't really help you without one because of how damn vague you're being.
With Steam, F11 will take a screenshot in-game. Alternatively, you can hit the PrtSc key on your keyboard (next to F12) and the open up a MS Paint and paste the image then save it.
Turn off "Chromatic Aberration". It's a cinematic effect added in the Eye Candy update that makes the screen appear 'fuzzy', but looks good with the added graphical affects during game play.
