Do a chkdsk on your hard disk (or right-click, properties, tools, check for errors)
Then verify Subnautica game files
I have the same issue, bought the game last night, have not been able to load into a single game yet.
I have tried: deleting the contents of SNUnmanagedData\Build18 and then verifying the program via steam, uninstalling and reinstalling the game on my SSD bootdisk, HDD, and a flash drive, running a chkdsk, forcing the game to run in direct X 9, and running the program itself as an administrator, starting the game in safe mode, disabling antivirus software, and running every compatibility mode windows 10 has to offer. All of the fixes I have listed I attempted in both the standard release and experimental branch.
I am at a total loss, there is nothing wrong with my hardware, and I am really upset that I paid $23 for a game with a problem this fatal in it's full release.
EDIT: if it helps narrow things down at all, the error ALWAYS occurs 15-16 seconds into "Preloading Base"
Your Subnautica\YYYY-MM-DD_HHMMSS folder, if it/they exist
Your Subnautica\Subnautica_Data\output_log.txt file, if it exists
Your dxdiag output saved to dxdiag.txt or similar ("Save All Information" by the exit button on the lower right)
Put the files in Google Drive, Dropbox, OneDrive, or similar, and post the sharing links here (might just make a folder, stick them in there, and share the folder)
Then we can have a look.

I was unable to find the "Subnautica\YYYY-MM-DD_HHMMSS folder," so I took a screen shot of the main directory, which I've included, just in case something of use could be found there.

I just attempted a deep scan on the game itself, and now the system as a whole with AVG. Didn't really expect that to solve anything, but it was worth a shot ¯\_(ツ)_/¯.
On mobile, but here's the problem: Subnautica doesn't have access to its files.
Error: System.UnauthorizedAccessException: Access to the path "C:\SteamLibrary\steamapps\common\Subnautica\SNUnmanagedData\prefabs.db" is denied.
Try uninstalling, then go to C:\SteamLibrary\steamapps\common\ and manually delete the Subnautica folder.
Then install again.
There may also be a way to fix it with changing folder permissions and / or the takeown (change ownership to the logged in user) command. Clean install seems simpler though (unless Windows assigns the same access rules to the new folder but I don't think so, I'm pretty sure that gets reset once the folder is deleted).

Hey so I just got home and magically the game is working, I really have no explanation for what happened to fix it. Not that I'm complaining. I appreciate the insight and I'll keep this all in mind if it rebreaks itself at all.
