Lost ability to edit system_options.xml?

What happened to being able to edit the system_options.xml file? I had used that to change maxfps so it's permanent for all map changes, but in a recent build that's no longer the case. If you make a change to system_options.xml when out of game, then start the game, your change is overwritten. I'm trying to set maxfps to match my monitor refresh rate, but it keeps going back to 200 on every map change...

What happens if you make the change and set the .xml to read only?

A possible workaround is Steam launch options. append -maxfps 200 to it and see what happens
