As far as your computer is concerned, one <i>skin</i> is the same as any other.
Comparing file sizes is one way to check whether something is bigger or smaller than what you already have, but it's a flawed method in that sometimes a low-poly model for example might have high-res skins, giving it a large file size.
Another thing that confuses things is video memory - if you have a lot of tetures to store while you play, high-res skins can have a bad effect on fps if you have lov video memory - my performance improved a lot when I upgraded from a 16mb card to a 64mb because of it.
If you're worried about fps being effected by custom models, think about what you're replacing - if you have a high-poly lmg player or world model there are goint to be many times when your computer has to draw a lot of them on screen at once, so try to get low-poly replacements if your computer's struggling. In CS I'd find gun models I liked, and would only use the v_models to save on performance - it works quite well.
The replacement player models there are at the moment are a little difficult to judge. I think my performance took a small hit when I started using the AvP marines, but the other replacements I've seen so far seem to be much the same as the defaults in terms of speed.
