Frame Rate Question

disclaimer: this is not an "i died cuz of my ping topic." i try to pick servers that have good ping times and i have a VERY good connection.
i started playing NS on a LAN, but i've been playing a bit on the pub servers lately to get some exposure to clan play and new maps. i find that the framerate/lag becomes unbearable at times. i asked around and people said that sometimes it had to do with rooms with lotsa turrets in them because of bullet calculations or something. that makes sense if the server is crappy. but this is not a peer-to-peer setup last i checked ( or is it?! ) so the server should just be fine. what am i missing?
here's the situation: i will get masacred on some pub server and go into observer mode while waiting to respawn ( which is fairly often since i die a lot when not on a LAN ) and watch people pulling off moves that i would assume are impossible with such nasty frame rate. anytime i get near a group on a pub server, my frame rate grinds to 2-3 fps at best. but i see people circle straffing and JPing around with no problems when i'm observing. but i see them doing it in rooms with lotsa people/turrets that grind my view to nill.
it's not the dying that i mind. it's the feeling that i'm missing something. are people using tactics to get around the frame drop? is it my machine? ( i've got a 1+ GHz w/ 256MB RAM, moderate gfx card and high DSL so i'm seriously doubting that ) are there times where different people get totally different frame rates/ping times? i've started checking a lot and i typically have a good ping time ( sub-100ms ) but it spikes to 300+ at other times. what causes this? how do the l33t players deal with it? help.

Seeing as you answered the question for the first guy, i'll just answer yours.
The problem in Windows Xp affects all OpenGl games that don't have commands to set the refresh rate (though Serious Sam, Unreal allow you to set the refresh rate).
What I've done to counter this is download <a href='http://www.pagehosting.co.uk/rf/' target='_blank'>ReForce</a>. It allows me to set the refresh rate for each resolution, and it works quite well. Though be warned that some games don't take kindly to 160hz (BG1942) and some for it being locked (Serious Sam at least).
