Cheating? Concrete Proof?

I justed played as marines on that map (never can remember its name) that has the generator hive, feedwater and refinery.
As is usual with noob teams of marines - aliens raped. All our spawn portals were dead and there was one marine left with a hmg and jp in the vents of gen hive. The rest of the marine team was left speccin him waiting for the aliens to finish it.
Before the aliens hunted him down he amused himself by shootin up the def chambers that where there.
However, EVERY SINGLE shot he fired from his hmg at a distance of about roughly 10m i guess (i find it hard to judge dist in hl) went in a straight line and directly to the bottommost left point of the def towers.
I was a bit shocked seeing as up until that point i thought the only ns hack was the old res hack that seemed to have been fixed.
However, when i accused him (claiming to have a demo - which i didnt) not only did his clanmates stick up for him but practically the rest of the marines did to, claiming i didnt have "concrete proof"
So my question is this - if that isnt the "concrete proof" needed by admins to get ppl banned - what is?
Would most ppl consider this concrete. If you do or do not, pls reply

Things To Look For:
'Snapping' between targets (instantly firing at one, then the next, without missing a shot)
Perfect Jetpack Aim (Flying OVER someone, spinning around while directly over them to keep shooting.. again with perfect aim) (OBVIOUS)
Death Blossom (Takes out all comers, 360-degree perfect shots) (OBVIOUS)
Firing faster than the gunfire WAV can play (speed cheat, pistol script)
As noted, RECORD A DEMO when you suspect someone. Play a round. Play two. Third round, if they're still there and you believe them to still be cheating, go SPEC and switch to them. Stick it to Locked Chase Camera. Names can lead to suspicion (Some guy running around with the name 'ZEROCOOL', for example) but actions must be observed. Some people DO have godly aim, or can just hold a bead.
Also, to anyone other than YOU, all tracers from an HMG go to one specific point. They don't spray around as you see when you're firing the gun in first-person.
So no, he wasn't cheating. It's a visual bug on the client side.
And yea, "Some people DO have godly aim"
SOMEtimes you can just have the "mojo" and go on rampant killing sprees. Some ppl have very fast reactions. Some ppl have too much caffine and a high sens.
So don't be too quick to judge:

I feel a bit guilty now given the "strong language" i used to condemn both him and his clan.....
So all shots fired from a player with a hmg who isnt me - will appear to me to be travelling in a straight line to the bottom left of his field of fire.
I think some serious apologising is in order....

Does anyone know if it is the same for the lmg ?
The client does it too, but that's only for visual effects like bullets and bullet holes.

^It makes sense now but I never suspected a guy that fired so fast it only sounded like one shot. I was a skulk and the guy seemed to kill me with one shot every time..can't remember the server but I believe he was in the clan that hosted the server. It was so fast and I kind of think no one can cheat anymore because of the supposid anti-hack protection that almost every server has.

Ive said it a thousand times. Agreed. only for skulks though. Plus i feel so stupid when i die with an hmg against a skulk.
