clanmod has a plugin for unstuck. However, it's prety crappy in my opinion, all it does is move the person up a little. What if the thing they are stuck on is above them? Hullu's unstuck pro is clearly the superior plugin. Why you looking for a non metamod one?

because metamod doesnt want to turn on. I have the plugins.ini in place, the .gam file was edited and the .so file is in place i cant figure out whats wrong
If you can't get metamod working then you won't get adminmod/clanmod or amx working, they all work through metamod.
Your only option is to get metamod working. I could talk you through how to do it here but there's no point. Just read the installation guide for metamod again and make sure you do it all to the letter.

You can install one mod without metamod
Just changing your liblist.gam to point to that mod.so or mod.dll for certain mods
