  First off, to turn it into a spray, the easiest way is to use Half Life Logo Creator..It'll turn any bitmap into a spray easily..you can get it from..

  If you don't have a gamespy account, just google for it..
  
  Once it's done keep out of the "customise" menu though, or it'll overwrite it..
  
  As for the 2nd part, any decent paint program will have a sharpen filter, but you could resize it in MSPaint..get it to 64x64 jpg format, go to "my avatar settings", upload it, job done.
  
  Oh, and there's a search button at the top there that would probably have told you all this...^
