rightclick on your desktop, go to properties, settings, advanced, geforce, then opengl options i think it is.
although this isnt the answer to your question i ahve a feeling its what you wanted.
In addition, they seemed to have fixed that refresh rate thing for me. So far as I can tell, I'm not stuck at 60hz, and I've made no changes to registry regarding my video card.
/me runs off to double-check that this is true, may edit in answer later

essentially he is still only seeing 60 frames a second no matter ho high HL says its FPS is... Unlucking your monitors upper refresh rates is the way to go.
DO NOT DISABLE VSYNC if your monitor can handle a higher refresh rate.
Do you konw what monitor refresh rates are supported at the various resolutions?
<span style='color:yellow'>I suggest you read my guide <a href='http://www.unknownworlds.com/forums/index.php?act=ST&f=1&t=28768' target='_blank'>WHICH IS HERE AND I SUGGEST ZEL READS IT TOO</a> (because of the bad advice in this and another thread!!)</span>
I would use Refresh lock though. It uses only a tiny amount of memory and actually works, which I've found many of these registry changing programs actually don't.
Go read the guide and make sure you're not running NS in a stupidly high resolution (in which your monitor can only handle 60Hz)
