  Have you added any plugins to this? If so try using 113, I ran into issues with a newer version of it, it did not like my metamod plugins.

  I just went back to 1.13.3. works fine. I have a Half Life Death Match server on the same box. 1.16 works fine.
  
  I commented out all of my plugin dll's and still would not load.

  Metamod 1.16 works fine for me... Anyway there's no advantage on NS since the bug fixed only affects CS and DoD.
