Any answer I give you will likely change, but alas...currently, the siege turret fires once every 5 seconds. It locks onto targets as fast as a regular turret in Half-life. It's shots are instant hit, and do splash damage.
Let's put it this way. If you're playing a level 1 alien and you run across a doorway that a siege turret could see you through, you'll probably die before you get to the other side. <!--emo&:)--><img src="http://www.natural-selection.org/iB_html/non-cgi/emoticons/smile.gif" border="0" valign="absmiddle" alt=':)'><!--endemo-->
Of course, that's why it pays off to attack siege turrets in groups. If two or three level ones attacked a lone siege turret, one or two of them would die, then the others would get in close and be able to take it out with their claws (siege turrets can't fire at close range).

Ok. Pretend that the picture below is a top down view. The big red circle is the turret. The little orange thing with four legs is Bob. Bob can take two paths. The blue one, or the purple one.
If Bob takes the blue path, the turret will constantly have to move right and left to keep up. Done correctly, the turret will never actually point at Bob long enough to fire close enough to him that Bob will get hurt. (Since the turret -does- have splash damage, there's a possibility that Bob might get a tad singed as the turret moves right and Bob starts moving left, but if he can pull it off, even this won't hurt him.
Now, take a look at the purple path. The turret only has to move up and down. Think of playing CS. If a person is crouching directly in front of you all the way across the level, he's mostly in the center of your screen. You only have to move your mouse a tiny fraction to center his head perfectly. Now move him up to very close in front of you. Same result. You only have to move a tiny fraction. It's the same with the turret. It'll easilly keep up with Bob, and blow him to smithereens (after a few blasts, as Bob'll -still- be moving fast enough not to get hit by the shell, only the blast radius.)

Yes, the Marine sentry weapons in NS are hitscan weapons. The low rate of fire means that you have plenty of time for a 'Commie Rush' though, where as many aliens as possible converge on the weapon, trying to keep their interval so that the splash damage is minimal to the others.
Damn, I was hoping for someway to one on one a turret. But I thought the missiles went about the speed of a nail from a nail gun in TFC wouldnt that leave room for dodging?

Actually, you CAN 1v1 a regular turret. If you're fast enough, you can dance circles around it and it won't track you (a bit like TFC). This might be possible with a siege turret too, but in both cases, the turret can't be facing towards you when you first come out of cover or it's Adios, muchachos.
after the turret is built, lets say its facing away from a hallway an alien just raced across ... by the time the turret gets to the opening at the hallway and there's no alien to fire on, does it remain facing that dirrection or does it return to its previous position. Also, will the commander be able to tell which way the turret should face, like, be able to change it "on the fly"?
