Your question is hard to answer ...
You named 2 completly different systems and many different dedicated server.
So ... let's stick to your hardware question.

    I would prefer system 2.
The 64Bit AMD CPU boosts the Xeon away even it has a much higher frequenzy. But remeber you'll also need a 64Bit OS. I donno if Microsoft has an official release of the 64Bit Server 2003, but Linux will run on it. (You just need gcc 3.2 or higher and need to build all software on that machine)
But give 'em some more RAM. And don't take a Maxtor HDD ... they're slow! My favourite is WD with 8MB cache if you want to stick to an IDE-system.

And you can run much Dedicated Servers on it (if you got enough bandwidth).
I think maybe 4 NS 1.4 Servers (14-Slots) without Problems.
(NS take most performance of the above listed servers.)

    Hope I could help.
