unable to change it
As i do with all the other half-life mod, the first thing i do is change the rate to 100 since my video card is able to go higher than 72 fps.
Well when i changed the rate to 100 i noticed that nothing changed, it was still maxing out at 72 fps.
i know that the NS team was talking about resolving fps advantage issue, but is this what they mean by resolving the issue? not letting players have the fps that their computers are able to give?
If this is true, they didn't really resolve the fps issue, they just "put a band-aid" over the problem and called it good.
Don't get me wrong, if this was the only way of resolving the issue i guess we'll just have to live with it. But at least tell us that limiting the frame rate was the only solution to the problem.
Now ill just wait here in the corner and i'll put on my flame-retardent suit just in case.

Alternately, some people have reported problems where their config.cfg was not read beyond the basic binds.
Honestly though, there is no real reason (beyond psychological) to have your FPS above 60.

fps_max - Sets the maximum frame rate that Half Life will try to display. Usually fps_max=100, for crappier graphic cards or computers fps_max=60. Set this to no more than 100 as any more is a waste/not possible.

Graphic Issues and possible corrections
Slow Frame Rates - Win 2K & Win XP users are effected by the OS locking the refresh rate at 60mhz. This hampers your system from being able to draw the screen faster thus reducing FPS. By using a Refresh Rate tweak tool you can unlock this and set to your monitors max refresh rate.
Drivers - Drivers also suffer from this refresh rate problem. Using refresh rate fixed drivers will allow you to set your max refresh rate during gameplay. Do not be fooled. Your desktop resolution can be set at 100mhz but when playing if you check refresh rate it is at 60mhz.
Tweaking - Tweaking your drivers and video card settings can yield the most increase in FPS.
There's a physiological reason, since around 60 is supposed to cause eye strain

Evidently that seems to be the case talesin, upon further investigation, i noticed that my config.cfg file still has the fps_max set at 72. so ill guess that ill have to change it directly in the config file.
as to your other comment that i quoted: I use to believe that anything over 60 frames was a waste. But i actually tested this out. i switched between 72 fps and 100 fps and i did notice a difference when i was spinning around trying to track an opponent at close range, the video seemed to be significantly (spelling?) less jitter/chop at 100 fps as opposed 72 fps. But you are right to the point if im running in a straight line or tracking an opponent from a distance, there was no difference.
and since this game has quite abit of close-combat fighting i like to have it at the maximum the game engine can give me.

It does... If i put my monitor on 60Hz i get serious eye strain... 75 and i'm fine.
Of course, i doubt it's the same in a game, as the monitor is refreshing the same set rate, but the game is only feeding it so many frames.

you are correct about the issues with windows xp. there is one program that i do use that locks the refresh rate when you play games it's called RefreshLock. i believe that it was mentioned in an old post on this forum. it's a simple but effective program. I'd recommend it to anyone that hasn't found their own program to resolve this issue.
rate is netcode related, fps_max is the command you want to be using.
