Looking To Host A Server

I'm looking to aquire a server to host some NS. If anyone knows where I could go to get a 20 or so player server with better than minimum specs, including essentially total access to the hardware itself.
I really know absoloutley nothing about hosting a server. I used to admin on an old clan TFC server, but I know nothing about how the box actually does its work, so basically im asking for a bit of advice and a complete idiots guide to making my own server, and where to shop around for some appropiate magnitude of bandwith and the specs I should be looking for.
I'm probably asking for alot of information, so I really appreciate any information you guys can give, or advice I could get on the subject. Thanks and I hope this was a good place to ask for the information...

First, share a server with someone else. Meaning, basically rent space on a server that other people are also renting. If you share, you get cheaper prices, you dont get full access to the machine, dont get your choice of mods/plugins, dont get nearly the bandwidth as other solutions, etc, etc. Again, good side is its cheaper and also simpler.
Second way, <a href='http://www.rackshack.net' target='_blank'>http://www.rackshack.net</a>. Pick your flavor, windows or linux (Hint, go linux), complete root access, lots of bandwidth, powerful machines and plenty to choose from. Downside is, if you are a newbie to running an actual server, it can be tough to know what the hell is going on. However, there are LOTS of tutorials for everything youll need to do to get the server up and running.
Basically, you get what you pay for.

You can get a very cheap, high spec server on a big fat internet connection in Texas but if you live in Europe you would get terrible pings.
Most companies will already have an NS or CS server that you can test to see if the game will be playable from thier network.

The major downside to this is the fact that is in Texas. Most people on the coasts don't have good connections to texas (they think we are mean inbread cowboys...but whateva). You might luckout with some colo company for your server needs.
Definitly in your best interests to test ping server on the network you plan to rent on, cause he's right. No offence Joe but no US server pings nicely for us Brits. The best we can hope for is 120ping on an empty texas server. Once you get 16 players on that starts to creep upward and a full 20player game or so gives well over 200 ping. The guy doesn't say where he is located so I have no idea who he should be talking to about renting a server which is what I was trying to get accross.
If you live in New York and can get a San Francisco server for $100 or a NY server for $110 you would probably be better getting the NY server (all things being equal). If you live in France get a server in France (or within 300 miles of you at least) unless your not fussed about what pings you and your neighbours get.
I'm confused - 1.3 or 1.7Ghz Celeron is a powerful machine?

And for the record, a 1.3Ghz Celeron WILL run a correctly configured 16 player NS server. Without problems.

Ours are on Dual 2.4 Ghz HT Xeon machines running a lean Gentoo kernel.
We are about to ship another server to the same location and will be offering 18 player NS for 80.00 month.

Does anyone have any stats regarding running just the server and comparing that to running adminmod, metamod on linux?
